Portland Police Cold Case Homicide detectives, with the help of U.S. Marshals, arrested Frederick Alvin Richey, 56, at 10:55 a.m. Thursday, July 29, in Gresham on one count of murder in the 1984 homicide of Francis Marie Waites, according to the Portland police bureau.

Waites, who was 28, was found dead in her residence in the 5200 block of Northeast 24th Avenue, on March 23, 1984, by a co-worker.

Waites, an auto mechanic, lived alone and was discovered by her colleague, who was picking her up on the way to their job.

Dr. William J. Brady, state medical examiner at the time, said Waites was stabbed at least 10 times in the chest, neck, arms and hands.

Detectives from the cold case unit began reviewing this case in 2008 and it was assigned to a primary detective in 2009. The investigation was resolved with the help of the Oregon State Police Crime Lab, which connected DNA evidence in the case, Detective Mary Wheat, Portland police bureau, said.
