Gaming back on the table, but just for nonprofits

OC council considers amendments to gambling ordinance

Don’t expect a new casino to open up in Oregon City, or anything nearing the craze for Texas Hold ’Em that’s sweeping neighbors to the north. But expect that local nonprofit organizations will soon be able to raise money by setting up gambling tournaments throughout town.

Police Chief Mike Conrad has recommended that the city commission amend an ordinance to allow charitable, fraternal and religious organizations to conduct card playing and other chance games outside of their own properties.

“An amendment to the ordinance would allow those types of organizations to have those types of events at private businesses or private homes,” Conrad said.

As an example, Conrad cited a time that the Oregon City High School wrestling team wanted to hold a charity gaming night, but city code currently prevented them from holding it at a local coffee shop.

Flexibility is essential, according to Roger Rolen, OCHS head wrestling coach, because of the insufficient budget received from the state, especially for schools and sports.

“Anytime we can get an opportunity, and that goes for anyone who has a nonprofit to help kids, to legitimately fundraise, it’s better,” Rolen said.

Commissioners made no objection to the proposed ordinance in a work session this month. Commissioner Daphne Wuest wanted to ensure that the code change wouldn’t allow for an expansion of types of legal gambling, while Commissioner Doug Neeley clarified that “the house” hosting facility would not take any of the gambling proceeds.

Although hosts wouldn’t make money directly from the gambling, restaurants and cafes would love to make additional funds from selling food and drinks to the attendees of charity events. Restaurateurs see the proposal as a win-win for larger venues and nonprofits in the city.
